The Ministry of Justice of Azerbaijan has announced a survey of interest for consulting services within the framework of a joint Judicial Services and Smart Infrastructure Project (JSSIP) project in cooperation with the World Bank (WB), said the message of the World Bank.

The objective of this assignment is to assist the monitoring and evaluation manager and the project coordinator to establish a project of monitoring and evaluation system and database, periodically collect and report on project results in a proper format to the World Bank (as required by the legal documents) and to relevant government entities in a timely and accurate manner, feedback the monitoring and evaluation results into the more efficient and effective implementation of the project.

The consultant should have at least a Master's degree in law, economics, social sciences or other discipline relevant to quantitative and qualitative monitoring and evaluation, at least 3 years' working experience as a legal professional in the justice sector, excellent research skills, including quantitative and qualitative research methods, at least 3 years' experience in conducting M&E for a World Bank-financed project or a project financed by a multilateral or bilateral agency, excellent written and spoken English, advanced computer skills, including MS Office (Word, Excel, PowerPoint, etc.), e-mail skills, and appropriate database management skills, good communication and report-writing skills, ability to work under pressure and with tight deadlines, and to prepare reports and briefs at short notice for high-level officials.

The Azerbaijani government and WB signed a loan agreement on the Judicial Services and Smart Infrastructure Project (JSSIP) in October 2014.

The WB Board of Directors approved a loan in the amount of $100 million to finance this project in July 2014.

The share of the Azerbaijani government in the JSSIP project makes up $100 million. The project implementation will be scheduled until December 31, 2018.

The purpose of the project is to support the judicial infrastructure, develop the e-services, establish a more effective system of dispute resolution and business checks, increase transparency of the judicial system and improve the quality of legal aid rendered to the citizens, especially the specific layers of the population, such as internally displaced people and people in remote regions of Azerbaijan.

It is planned to construct a new judicial complex, use the e-justice system and other advanced information technologies, improve the skills of the judiciary bodies and judges, raise public awareness about the different areas of law and other activities as part of the project.
Azerbaijan has been a member of the World Bank since 1992.
