Azerbaijan’s Foreign Minister Elmar Mammadyarov says he intends to discuss the Nagorno-Karabakh conflict’s settlement during an official visit to Moscow in March.

Mammadyarov made this announcement during a joint briefing with Djibouti’s Minister for Foreign Affairs and International Cooperation Mahamoud Ali Youssouf in Baku Feb. 24.

Mammadyarov noted that he is not optimistic about the negotiations on the Armenia-Azerbaijan Nagorno-Karabakh conflict.

“The Armenian foreign minister hasn’t left chances for us to positively assess the process of settlement of the Nagorno-Karabakh conflict,” noted the Azerbaijani minister.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.
