In case of collapse of the ruling coalition in Kyrgyzstan, "forcible methods" can be used to form a new union, the Russian expert on Kyrgyzstan Alexander Knyazev believes.

Assumptions that the ruling coalition in Kyrgyzstan will soon collapse are more often sound in the country. It was formed by the Social Democratic Party of Kyrgyzstan (SDPK) in November last year. Its composition also includes Ata Meken and Republic parties.

Now the Republic is headed by the Prime Minister Almazbek Atambaev: changing the form of government from presidential to parliamentary was a consequence of the overthrow of president Kurmanbek Bakiyev in April last year.

The collapse of the ruling coalition in Kyrgyzstan under the present circumstances is quite possible, Knyazev, a senior fellow at the Institute of Oriental Studies at Russian Academy of Sciences, told Trend in a telephone conversation.

"The current coalition was not formed on the basis of programming generality of its constituent parties, the general views on the way out of crisis and reforming the economy and social sphere. It also has not common views on key issues of foreign policy," said Knyazev.

He said now the country has a "temporary coalition", formed with the same interests. "These interests are mainly related to some selfish goals, personal preferences of party members," he said.

Knyazev said the coalition could not be durable, and more at a time when it was formed, there were predictions that the coalition will not last long.

Chaos in Kyrgyzstan has not stopped since the overthrow of Bakiyev, says the analyst. What awaits the country in case of dissolution of the current coalition is unknown.

According to the analyst, from a legal point of view, if the coalition collapses, everything will begin again, and the president will order the first party to form a new parliamentary union, then, if it will not be able to do so - after the second attempt of the coalition, the second party will form a parliament, the new coalition will form the new government, and everything will go in circles.

Knyazev said this is the civilized solution to the problem, but given the fact that the political system of Kyrgyzstan is unbalanced and does not act upon legislation in recent years, we should expect that the situation "may go beyond the parliament and forcible methods can be introduced."

Unfortunately, in Kyrgyzstan there is a tradition of forcible solutions to such problems, he said.
