May 13 the History Department of M.V. Lomonosov Moscow State University hosted a Russian-Azerbaijani roundtable "Russian-Azerbaijani relations at the modern stage: Problems and Prospects".

A report by the joint Russian-Azerbaijani expert group was presented during the event. Head of the expert group - Deputy Dean of History Faculty Alexei Vlasov presented to the expert community the basic provisions of the prepared document. After discussions, the roundtable participants adopted the resolution.
From the Russian side, the roundtable was attended by Director General of Analytical Information Center of the Moscow State University Alexei Vlasov, Director General of Vestnik Kavkaza Analytic News Agency Ismayil Agakishiyev, Director of the Center for Public-Political Researches Vladimir Evseev, Chief of CIS and Baltic Editorial Staff of RIA Novosti Alan Kasai, Vice President of the Center for Strategic Culture Gregory Trofimchuk and others, from the Azerbaijani side - Adviser of the Embassy of Azerbaijan in Russia Eldar Bayramov, Director General of Trend International News Agency Ilgar Huseyinov, Executive Director of All-Russian Azerbaijani Congress Eldar Guliyev and others
The roundtable participants stated that currently the bilateral relations enter a qualitatively new level, characterized by deepening cooperation in key spheres of cooperation - trade and economic cooperation, security, Caspian dialogue and educational sphere.
There are all prerequisites for the consolidation of bilateral relations at the level of strategic partnership and the transformation of the Russian-Azerbaijani cooperation into an example of mutually beneficial and equitable cooperation, the report said.
During their speeches, the roundtable participants made proposals to implement a joint modernization project. The roundtable participants said that the strategic plan should improve the quality of mutual investments and opportunities to reduce dependence on commodity exports.

A proposal was also made on the need for effective support to private initiatives, the simultaneous suppression of corruption in government agencies, the complex ramifications of inter-ministerial and intersectoral relations between the two states. The main challenge in this context is the search for new reserves of growth and properly arrangement of priorities, the event participants said.
According to participants, the second task is to support business both at the highest, average and regional level. In this regard, it needs to consider the possibility of establishing a Council of Investors of the two countries, as well as inter-state development bank, which would have tax immunity and the ability to support the financing of complex infrastructure projects, the event participants believe.
According to participants, the third task is planned joint activities to eliminate the remaining barriers to trade in goods and services. This package will allow national economies of Azerbaijan and Russia to become more competitive and stronger in the process of global competition, the roundtable participants believe.
In the conditions of sharp necessity, the significant investment resources for the modernization must be optimally placed, the coordinated direction of these investments must be chosen. In this context, it needs to closer associate, coordinate efforts between the two countries, the event participants believe.
