Viktor Yanukovych, who has declared his legitimacy as Ukraine's president, has expressed surprise at the restraint of Russian President Vladimir Putin on the situation in Ukraine, according to RIA Novosti reports on Feb. 28.
"Russia is a strategic partner - it was, it is and it will remain so, for various reasons - for economic reasons, for historical ties and so forth," he said. "Russia has the right to act within the agreements between Ukraine and Russia," Yanukovych said.
"I believe that Russia should and must act. And, I know Vladimir Vladimirovich Putin's nature, I wonder why he is still restrained, still silent," Yanukovych said adding that "This remains as a question".
