A resolution on territorial integrity, sovereignty and inviolability of Azerbaijan's borders has been adopted at the summer session of the OSCE Parliamentary Assembly.

The author of the resolution "Adherence to the Helsinki principles in the interstate relations across the OSCE area" is Azay Guliyev, the Azerbaijani MP, the deputy chairman of the Committee on Political Affairs and Security of the OSCE PA.

The document expresses deep concern over the conflicts in the territory of Azerbaijan, Georgia, Moldova and Ukraine. The importance was stressed to resolve the conflicts on the basis of the international legal norms and principles, in particular, on the basis of the principle of territorial integrity, sovereignty and inviolability of the countries' borders.

The resolution stressed the need for the sides of the conflicts to fulfill the relevant resolutions of the UN Security Council. The resolution also stressed the need for the unconditional return of the people of Azerbaijan, Georgia, Moldova and Ukraine who became internally displaced as a result of the conflicts.

One of the most important points of the resolution is that the right to self-determination of people is unacceptable through the violation of the territorial integrity of the country or against the sovereignty and political independence of the country.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The two countries signed a ceasefire agreement in 1994. The co-chairs of the OSCE Minsk Group, Russia, France and the US are currently holding peace negotiations. Armenia has not yet implemented the UN Security Council's four resolutions on the liberation of the Nagorno-Karabakh and the surrounding regions.
