President of Azerbaijan Ilham Aliyev has signed a decree to appoint Ramin Guluzade the country's first deputy minister of communications and high technologies.

Guluzade, who previously headed the Affairs Department of the Heydar Aliyev Foundation, was introduced to the ministry's personnel Nov.25.

He has been working at the Heydar Aliyev Foundation since 2004 and participated in organizational work, implementation of its social, humanitarian projects in the country and abroad.

President Aliyev signed a decree in 2014 to award Guluzade with "Tereqqi" medal for his active participation in preserving and popularizing the country's heritage.

Ramin Guluzade was born in 1977 in Baku. He received master's degree from the State Economic University of Azerbaijan in 1999. He is married and has two children.
