FORTHCOMING PARLIAMENTARY ELECTIONS вЂ" GREAT CHANCE FOR DEVELOPEMNT OF DEMOCRATIC INSTITUTES IN AZERBAIJAN, EU SPECIAL REP

The forthcoming parliamentary elections scheduled for 6 November 2005 will be a great chance for the development of democratic institutes in Azerbaijan and I cordially believe that they will essentially differ from the previous ones, Heikki Talvitie, the special representative of the European Union on South Caucasus, told a news conference held on Thursday in Baku.

Talvitie said that the EU deeply observes the elections processes, as the EU experts will also participate in the monitoring of November elections in Azerbaijan.

Touching upon the changes within the composition of the elections commissions Talvitie noted that the exit poll system will enable to diminish the probability of law-breaks on the voting day.

В"It is very important that the Azerbaijani leadership gave its approval to holding of exit polls, as the exit pool system is an alternative source for monitoring the parliamentary elations,В" Talvitie underlined. The democratic elections can be held only through showing respect to legislative acts.

The same time the EU special representative said that in its activities the opposition should count with the democratic movements ahead observed in Azerbaijan over the past few years.

В"We are here to assist Azerbaijan in the development of democratic institutes, and if so, there will be no need to push the politics out to the streets,В" Talvitie noted.
