RESTRICTIONS ON MONITORING OF PARLIAMENTARY ELECTIONS MUST BE REMOVED

“The bar on participation of non-governmental organizations (NGOs) with 30 % financial assets replenishing at the expense of foreign incomes is a phenomenon,” Patrick Merloe, the head of the Elections Program of the U.S.

National Democracy Institute (NDI), said to a news-conference in Baku, Trend reports.

Merloe noted that no country has similar legislative act and such steps are straight violation of democracy.

“I participated in the monitoring of tens of elections, but hear about similar bill for the first time,” he said. Merloe underlined that any restriction on activities of the NGOs should be removed.

The NDI representative also stressed that there were problems at designing of voters’ list during the presidential election in 2003.

He appealed to the Azerbaijani Central Elections Commission (CEC) to attach special attention to designing of exact lists.

Patric Merloe appealed to local municipalities to support the actions of the opposition.

He noted that the decree of 11 May �On improvement of the elections experience in Azerbaijan’ by President was the basis for election process.
