INTER’L CONFERENCE OF NATIONAL ASSOCIATION OF MUNICIPALITIES HELD IN BAKU

2-day international conference on establishment of National Association of Municipalities started in Baku on Thursday. The conference was organized by CE Congress of Local and Regional Authorities, Norwegian Association of Local and Regional Authorities, Azerbaijani “For Civil society” Independent Consultations and Assistance Center, Trend reports.

In her opening remarks, Goril Johansen, the first secretary of the Norwegian embassy, noted that the Norwegian government implemented the project on establishment of National Association of Local Authorities in Azerbaijan.

She spoke about activities and role of local and regional authorities in National Associations and mentioned the necessity in the establishment of similar organizations in Azerbaijan.

Mats Lindberg, the special representative of the CE General Secretariat, stressed that authorization of municipalities in the country was limited. Municipalities are due to obtain authorization. It will promote social and economic development in the country.

He added that the CE gave recommendations to Azerbaijan in this regard and municipalities must attend trainings to manage their liabilities.

Vim Van Gelder, a member of the CE Congress of Local and Regional Authorities, and Rahim Abbasov, the representative of the President’s Apparat, also spoke about initiatives on establishment of National Association in Azerbaijan.

In his turn, Ulrikh Boner, the Executive Director of the CE Congress of Local and Regional Authorities, touched upon the activities of the organization, European charter, rights for uniting, role of the CE Congress of Local and Regional Authorities in the sphere.

Ouen Masters, the CE expert, gave information about the establishment and the activities of the National Association in Kosovo. The participants of the conference discussed the models, the goals, the structures and the financing of the CE member countries’ National Associations.

The attending were representatives of the CE, President’s Apparat, Milli Majlis (Parliament), Justice Ministry, embassies and international organizations.
