Functioning of municipalities in Azerbaijan is connected with certain problems and we let the authorities know about the necessity to eliminate them, an expert of the Council of Europe Owen Masters said on 16 September 2005 at the meeting with journalists, Trend reports.
В"During the December elections in 2004 innumerous facts of law violations were detected, at the result of which the Central Election Committee (CEC) annulled the results of voting in 135 municipalities of the country, the expert reminded, noting, the Council of Europe recommended Azerbaijan to hold вЂњmunicipal elections at still higher levelвЂќ.
However, according to Masters, вЂњIt is better to hold elections with a definite share of problems, than not to hold them at allвЂќ.
В"Development of local government bodies is very important for strengthening and development of democratic institutions in any country of the worldвЂќ, the expert underlined, noting, that only in 2 countries, members of the Council of Europe, out of 46, there are no Association of the National Municipalities (ANM), and Azerbaijan is among them.
В"The second state, not having ANM is Monaco, due to the fact, that only one municipality is functioning in this stateвЂќ, Owen Masters said, noting, the staff potential of Azerbaijan is insufficient.
В"With the purpose of the professional level of the municipality members trainings and seminars will be heldвЂќ, the expert noted, saying a special role in strengthening the municipal system will be placed on the public of Azerbaijan.
