Frahad Aliyev detained on accusation in attempt to overthrow constitutional order in Azerbaijan

“Farhad Aliyev, the former Minister of Economic Development, was detained as suspect,” the Prosecutor Office, the joint message of the National Safety Ministry and the Ministry of Internal Affairs says.

The message says that Fikrat Yusifov, the former Finance Minister, who was arrested on 16 October, appealed to Zakir Garalov, the Prosecutor General, on 18 October and reported about the preparations for coup d’etat by ex-speaker Rasul Guliyev and his supporters.

The former Minister said that in St.-Petersburg he had a telephone talk with Guliyev in July 2005 and ex-speaker asked to convey his instructions to Aliyev and other officials on financing the partakers in the coup d’etat in Azerbaijan. Yusifov met with Aliyev and His brother Rafig Aliyev at the office of the latter to discus Guliyev’s instructions.

Yusifov met with Guliyev in Berlin on 3 October and they discussed the repatriation of the ex-speaker, planned for mid October, as well as organization issues for his arrival. Guliyev gave Aliyev concrete instructions on financing the issues through Yusifov. Aliyev gave 100,000 euros to Yusifov in this regard on 15 October.

The message also says that the National Safety Ministry revealed the plans of Aliyev, Yusifov and other officials to attempt overthrow the constitutional order in the country as a result of urgent measures.

Crime case at the 18 October 2005 sentence of the Prosecutor General was filed on articles 179.3 (dissipation and appropriation), 308.2 (abuse of authorities), 28.220 (organization of disorders), 278 (accession to power by force) of the Crime Code. Aliyev was detained as suspect on 19 October 2005.
