EU-trio welcomes latest decree of Azerbaijan’s President

The European Union-trio welcomes the latest decree of the Azerbaijan’s President Ilham Aliyev on urgent measures related to preparations and holding the parliamentary elections, the statement of the United Kingdom Embassy to Azerbaijan (the EU chairing country) on behalf of the European Union reads, Trend reports.

The document notes, the presidential decree of 25 October sets a number of commitments on 6 November parliamentary elections, which are to be entirely implemented in the shortest possible time. In particular, the statement indicates the importance of canceling the ban for the elections monitoring by non-governmental organizations (NGO), the authorized capital of which by over 30% is funded by foreign sources.

Besides, the document notes the necessity for thorough examining of all complaints related to the elections, punishing of those, who favors any of candidates or parties, assisting in checking the voters’ list from the part of observers, implementation of inking procedure to avoid the repeated voting. The importance of better enforcing the law “On freedom of assemblies” and establishing necessary conditions for mass actions is also noted.

The special representative of the British Foreign Ministry on South Caucasus Brian Fall stated at the news conference on 28 October, that the presidential decree is very important but is somewhat belated. According to him, at this stage the soonest implementation of the moments specified in the decree is very important.
