Vladimir Rushaylo: parliamentary elections in Azerbaijan were in line with local legislation and democracy norms

The CIS observation mission recognizes the elections to Milli Mejlis (the Parliament) of Azerbaijan on 6 November as going in conformity with the local legislation and the norms of democracy, the head of the CIS observation mission Vladimir Rushaylo addressed the news conference on 7 November in Baku with such a statement on the results of the parliamentary elections monitoring in Azerbaijan.

В"The observers express the hope, that the elections held will be the efficient factor for stabilization of the socio-political situation and strengthening of democracy in Azerbaijan”, Rushaylo stressed. According to him, some slight technical violations have been marked during the election process and on the voting day, however, they were not of a mass character and had not affected the results of the elections. В"The CIS observers were at over 60% of the total number of polling stations and recorded officially all shortcomings and errors, admitted during the voting”, Rushaylo noted, saying, that at 1800 polling stations the CIS observers worked together with other observers.

В"We have detected some technical shortcomings. In particular, at some polling stations the lists of electors were at inappropriate spots”, Rushaylo said, noting the authorities provided fully the elections rights of the citizens.

At the same time, the head of the CIS observation mission noted, “there is still necessity to finalize the Election Code”. В"We would recommend the representatives of the polling stations to include the names of those electors in the lists of electors, whose names due to some technical reasons had not been included into them. В"If the voter may produce the document, proving his residence on the territory of this constituency, he must receive the right for the immediate voting”, Rushaylo noted.

The head of the mission underlined also, that the authorities of Azerbaijan arranged all necessary conditions for the monitoring process. В"According to the CIS observers, the Azerbaijan’s Election Code is the document, based on which transparent and democratic elections may be held”, he noted.
