ICRC representative: Azerbaijani penal facilities follow recommendations of Red Cross

Penal facilities consistently follow the recommendations of the Red Cross in Azerbaijan. This was noted at a meeting of the newly appointed coordinator of the defense program of the International Committee of the Red Cross (ICRC) in Azerbaijan with the head of the Penitentiary Service.

Penal facilities consistently follow the recommendations of the Red Cross in Azerbaijan. This was noted at a meeting of the newly appointed coordinator of the defense program of the International Committee of the Red Cross (ICRC) in Azerbaijan with the head of the Penitentiary Service.

Deputy Minister of Justice, the head of the Penitentiary Service, lieutenant-general Madat Guliyev received the newly appointed coordinator of the ICRC defense program in Azerbaijan Francois Blansi, former coordinator Quinael Fontana and defense program representative Peter Huber, the Penitentiary Service told Trend on Tuesday.

Guliyev spoke in detail about the activities of the Penitentiary Service, the improvement of prison conditions, and the establishment of penitentiary facilities in line with international standards.

Guliyev praised cooperation with the ICRC, noting that increased cooperation with the ICRC led to the improvement of health services provided to prisoners and suspects, especially in consumptives. As a result, the number of deaths from tuberculosis declined, this experience was borrowed by representatives of other countries.

Quinael Fontana noted that cooperation with the Penitentiary Service was efficient during her work as a coordinator. The Penitentiary Service was more responsive to ICRC recommendations and followed them. Fontana said she was pleased with the sincere and practical cooperation and is grateful to the Penitentiary Service for always creating necessary conditions for visiting its institutions.

Questions were addressed at the meeting surrounding organization of new production facilities in prisons, the relationships between prisoners and staff, the professional education of prisoners, staff training.
