The European Court of Human Rights adopted 17 decisions on Azerbaijan last year.

The European Court of Human Rights issued a report on activities in 2012. Over the past year, the European Court of Human Rights (ECHR) has decided on 65,150 complaints, or one percent more than in 2011. Most of the new complaints (48,350) were declared inadmissible and removed from the list of cases to be heard, the ECHR website reported on Friday.

In 2012, the ECHR held investigations of almost 88,000 complaints. In comparison with the previous year, the number of dismissed applications increased by 70 percent. This increase was due to the use of new techniques by the ECHR and the solely work of the judges.

The ECHR website also provides statistics by country. Over the past year, one-third of the Court's decision referred primarily to Russia, Turkey, Ukraine and Greece.

As for Azerbaijan, 1299 appeals were filed to the ECHR by December 31, 2012. 731 applications were considered in 2012, of which 694 were declared inadmissible and removed from the list of cases to be heard. As a result, 17 decisions were issued, 37 applicants (some of the decisions referred to several people) were being considered. These cases revealed at least one violation of the European Convention on Human Rights. Five solutions were associated with the right to a fair trial, six - with a property right and six - with the right to free elections.

Analysis of the statistics over the past few years reveals that the number of complaints to be considered in relation to Azerbaijan decreased in 2012. Thus, 362 complaints were accepted for consideration in 2009, 337 complaints in 2010, 531 complaints in 2011 and 342 complaints in 2012.

Recall that Azerbaijan joined the European Convention for the Protection of Human Rights on January 25, 2001. The first case was accepted in 2006.

The budget of the European Court amounted to 67 million euros in 2012. Azerbaijan has contributed 884,918 euros to the budget. In general, the EU budget totals 244 million euros.
