Tax burdens for Azerbaijani entrepreneurs to increase due to compulsory medical insurance: MP

Introducing compulsory medical insurance in Azerbaijan will contribute to partial increase in the tax burden for entrepreneurs, said the head of the Parliamentary standing committee on social policy Hadi Rajabli. "After introducing compulsory medical insurance, all employers will be forced to insure their employees, which will lead to additional costs," said Rajabli.

According to him, introducing this type of insurance in Azerbaijan will play a great role in financing health care in the country.

Speaking about the problems delaying the introduction of compulsory health insurance, Rajabli said that firstly the Law on Compulsory Medical Insurance was adopted in 1999, in 2003, the Law was extended once again, and only in 2007 the Public budget means to implement the system were not used in 2008.

But now, according to Rajabli, the work is underway on the introduction of compulsory medical insurance system, which will be further strengthened in 2010, since the Public budget for the next year provided 1.5 million manat for this purpose. The head of the parliamentary committee also said that the Ministry of Health of Azerbaijan has already created a separate structure, which will focus on the introduction of compulsory medical insurance.

In December 2008 the Cabinet of Ministers of Azerbaijan established an agency for compulsory medical insurance. The 2008 Public budget provided 1.4 million manat for introducing compulsory medical insurance, 2009 - 51.11 million manat. The list of first aid, which must also be approved by the Cabinet of Ministers soon will include about 190 services.

Creating a system of social medical insurance system in Azerbaijan is carried out within the framework of the World Bank project - Reforming the health care system, improving the quality of medical services.
