Azerbaijani-Kazakh relations to be discussed in Astana

Azerbaijan Energy Minister Natig Aliyev is expected to attend two important events in Astana next week, Ambassador of Azerbaijan Zakir Hashimov told Trend.

"A regular meeting of the Kazakh-Azerbaijani intergovernmental commission should be held November 25 - 26, where the parties will discuss new prospects of cooperation between the two countries," said Hashimov.

He said that Natig Aliyev will also participate in the 25th session of the Energy Charter Conference, which will be held in Astana on November 26 - 27.

It should be recalled that Kazakhstan became the chairman country of the highest governing body of the Energy Charter for 2014. This decision was taken at the 24th session of the Energy Charter Conference, held in Nicosia (Cyprus) in 2013.

The issues of global trans-Eurasian transit corridors for transportation of energy resources on the regional and world consumers markets will be discussed and worked through within the framework of the 25th session of the Energy Charter Conference.

It is scheduled to adopt the Astana road map for the period 2015-2019 years at the meeting, which will outline the strategic development of the Energy Charter process in the medium term.

Kazakhstan raises several important policy proposals to improve the Energy Charter process within the framework of its chairmanship. It is proposed to introduce a voluntary mechanism for resolving disputes in the out of court order to avoid conflicts in the energy sector at the national level.

Also it is recommended to consider the issue of creation of an ombudsman for the protection of investments in the energy sector at the General Secretariat of the Energy Charter. This would allow resolving disputed issues more dynamically and timely and avoiding investment disputes in the Energy Charter countries.

In addition, Kazakhstan has been actively involved in the process of modernization of the Energy Charter in part of its expansion. As the presiding country, Kazakhstan also plans to initiate an in-depth multilateral dialogue on security issues of energy resources transit and transparency of all segments of the international energy markets.
