Azerbaijan not to change customs tariffs on import

At present, customs tariffs applied in Azerbaijan meet the dynamics of the economy development of the country, the Chairman of the State Customs Committee (SCC) Aydin Aliyev told Trend Jan.29.

"The development of non-oil sector and the production of competitive products in the country are directly related to the customs and tariff policy," he said. "Thus, to ensure the economic security of Azerbaijan, as well as expand the range of the country's products, production equipment, in particular agricultural equipment, as well as various raw materials are exempt from VAT, customs duties, or they are subject to lower rates."

He said that to protect domestic products from the negative impact of foreign competition, a number of imported goods is subject to the maximum rate of customs duty (15 percent).

"In order to protect the economic interests of the Republic in accordance with the law "On Customs Tariff" special duties, anti-dumping and countervailing measures may be applied. Also, taking into account the dynamics of the economy of the country, a number of laws, including the law "On state regulation of foreign trade" and "On anti-dumping, countervailing and safeguard measures" are being prepared. In addition, the State Committee in 2012 sent a draft decision on the transition from a multi-stage import duties system to a fewer stage system to the Cabinet of ministers," he said.

Since 2001, Azerbaijan uses a multi-stage differentiated tariff system with a rate of 0, 0.5, 1, 3, 5, 9 and 15 percent.

During the transition to a fewer staged system tariff system, only rates of 0, 5 and 15 percent will be effective in the country.

The majority of capital goods (raw materials and equipment) will be taxed at a zero rate and even those which today are charged by customs duty of 0.5 percent, according to the proposal of the State Customs Committee. This applies to those types of product groups (in particular, the 84th and 85th group), which are subject to VAT at the zero rate during the import by the decision of the Cabinet of ministers. They account for about 10-15 percent of goods imported into the Republic.
