The board of directors of Kazakh Samruk-Kazyna National Welfare Fund considered and approved the new concept of the group's purchases at the next meeting, the message of the press service of the fund said Sept. 8.
The concept provides for a number of significant changes and is designed considering the global best practices on procurement management. In particular, procurement on a certain range of goods, works and services will be centralized at the level of the fund; it is planned to optimize the procurement of strategic categories in portfolio companies.
The project on procurement implementation will make it possible to save from $1.4 billion to $2.1 billion, according to preliminary estimates.
It is noted that the previous procurement rules did not comply with WTO requirements and conditions adopted by Kazakhstan within the framework of the agreement on the Eurasian Economic Union.
The new concept was developed with the participation of leading international consultants. The project on procurement management is implemented within the framework of the transformation program of the fund.
The board of directors also considered the progress report on the implementation of the program of transformation of Samruk-Kazyna, and as a result, a number of assignments was given to the leadership of the national companies.
In addition, changes in the development strategy of the fund in connection with the program of transformation and economic situation on the world market were considered. The relevant decisions were made on all issues.
