The EU-funded INOGATE energy program is supporting Azerbaijan as it embarks on a five-year plan to upgrade and expand its district heating system, said the message posted on EU Neighborhood Info Centre website.

Moving towards a decentralized heating system, serving 8 to 12 apartment blocks, such an upgrade will reduce costs, avoid unnecessary building of heating mains, and increase energy efficiency, said the message.

"INOGATE is helping Azeristiliktechizat, the national operator of heating supply systems, in developing a roadmap for 2015-2020 for district heating," said the message. "The roadmap will establish targets and goals, activities, tasks and costing, as well as recommendations and an action plan."

The assistance focuses on capacity development of Azeristiliktechizat staff in use of heat mapping, said the information posted on EU Neighborhood Info Centre website.

"The mapping of heat demand and heat sources is a powerful tool for forecasting, assessing heat demand and supply, and establishing how these two can be efficiently connected to reduce the cost of heat supply, as well as the carbon dioxide intensity of heat generation," said the message.

INOGATE is an EU-funded program promoting international energy cooperation between the European Union and the Partner Countries of Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine, Armenia and Uzbekistan.

It works to support the EU policy frameworks of the Baku Initiative, the Eastern Partnership - Energy Security Platform and the Energy Community.
