The areas of responsibility of the State Social Protection Fund, acting as a public body and an insurer, must be delimited in Azerbaijan, Larisa Leshchenko, the head of the Baku office of the World Bank, told Trend Oct. 1.
"The country has some social tasks, such as social security of people who have never engaged in labor activity," she said. "The support for this category of the population is included in the country's tasks. In this regard, the Ministry of Finance allocates additional funds from the state budget to the Pension Fund to resolve such problems beyond the insurance part of the pension system."
She said that the task of the pension system is dual, namely, it is necessary to ensure social justice for a person accumulating the funds during his labor activity to receive it in a decent amount during retirement.
"Along with the social aspects, there are also fiscal and financial aspects," he said.
She said that this concept and the law, which will be worked out on its basis, are aimed at solving the problems in the pension system of Azerbaijan.
