Kazakh Samruk-Energy announces bidding for four assets

Kazakhstan’s Samruk-Energy JSC has announced an open two-stage competitive bidding of several large assets.

The assets considered for bidding are: 100 percent stake in East Kazakhstan Regional Energy Company, 100 percent stake in Aktobe CHP, 78.64 percent stake in Mangistau Electricity Distribution Company and 100 percent stake in Tegis Munay LLP (including 0.05 percent stake in Mangyshlak Munay LLP), read a message from Samruk-Energy.

East Kazakhstan Regional Energy Company distributes electricity in the East Kazakhstan region. Aktobe CHP produces electricity and thermal energy in Aktobe. Mangistau Electricity Distribution Company transmits electricity in Mangistau region. Tegis Munay LLP explores and extracts gas from "Pridorozhnoe" field.

According to independent estimates, the initial price of 100 percent stake in East Kazakhstan Regional Energy company is 9.5 billion tenges; 100 percent stake in Aktobe CHP - 7.7 billion tenges; 78.64 percent stake in Mangistau electricity distribution company – 7.3 billion tenges; 100 percent stake in Tegis Munay LLP (including 0.05 percent stake in Mangyshlak Munay LLP) –16 billion tenges, said the message.

Under the terms of auction prepared and approved by Samruk-Energy, potential buyers need to maintain the activities of energy companies and fulfill the investment obligations.

On the first stage, the bidding applications for sale of East Kazakhstan Regional Energy Company are accepted until 15:00 (UTC/GMT +5 hours), Jan.9, 2017, Aktobe CHP - 15:00, January 16, for 78.64 percent stake in Mangistau Electricity Distribution Company - until 15:00, January 9 and for Tegis Munay LLP- until 15:00, December 12, 2016.

Based on the results from the first stage bidding, Samruk-Energy will decide on the list of bidders who meet the relevant qualification requirements and criteria for evaluation of bids in the second stage.

Results of the second stage for the sale of East Kazakhstan Regional Energy company will be announced January 25, 2017; Aktobe CHP– on February 1, Mangistau Electricity Distribution Company JSC- January 25, Tegis Munay LLP – December 26, 2016.

Potential bidders may find detailed information on the assets of Samruk-Energy JSC in the data room after signing a confidentiality agreement.
