NAMIK NASRULLAYEV NOTED NECESSITY OF ESTABLISHING UNIFIED SYSTEM OF FINANCIAL CONTROL IN CIS COUNTIES

Аzerbaijan took part in the next VI session of the Council of executives of the higher financial control bodies (HFCB) of CIS- countries. The event was kicked off on 13 September 2005 in Chisinau and the delegation of the Azerbaijan’s Chamber of Accounting (CA) headed by its chairman Namik Nasrullayev took part in the event, CA of Azerbaijan told Trend.

At the session’s work the HFCB delegations of Armenia, Belarus, Georgia, Kazakhstan, Kirgiziya, Tadjikistan, Ukraine and Moldova took part. The HFCB delegations from Bulgaria, Hungary, Latvia, Lithuania, Poland and Estonia were invited to the event as observers.

The key issues discussed at the session were the role of HFCB of the CIS- states in ensuring full and due entries to the budget, implementation of the HFCB proposals and recommendations on the results of audits carried out as the factor for increase of the budgetary funds use and the state property efficiency.

Nasrullayev delivered an extended speech at the event, in which he especially stressed the necessity for establishing the unified system of the financial control, clear definition of the internal and the external audit in this sphere. At the result 2 resolutions were adopted: “On the role of HFCB in CIS countries for ensuring the full entries to the budget” and “On implementation of the HFCB recommendations in CIS countries”.

The Council of HFCB executives of CIS countries was founded in 2000 aimed at strengthening of interaction and coordination of activities in financial control and exchange of experience in this sphere. The next session of the Council will take place in September 2006 in Minsk.
