SOCAR awaiting EPC contractors’ offers for Baku refinery upgrade

Azerbaijan’s state oil company SOCAR expects to get tender offers in the middle of 3Q 2017 from seven companies for selecting an EPC (engineering, procurement and construction) contractor as part of modernization of the Heydar Aliyev Baku Oil Refinery, said head of the oil refinery Elman Ismayilov.

Pre-FEED (front end engineering design) and FEED of all plants were almost completed last year, he told the Caspian Energy journal.

He noted that FEED is being carried out by Amec Foster Wheeler and SOCAR-Foster Wheeler Engineering.

“In the next stage, we will have to choose an EPC contractor. Invitations to participate in the tender have been sent to seven companies,” Ismayilov said.

He added that there are expected to be two tender packages – the first will be related to construction of new plants, while the second will concern modernization of the existing plants and all-factory utilities.

Modernization of the Heydar Aliyev Baku Oil Refinery will be completed by 2020.
