KAZAKH OIL A CRUCIAL SOURCE TO MAKE OIL PIPELINE PROFITABLE, ASSURES ENVOY

The Baku-Ceyhan (BTC) oil pipeline will be an unprofitable business if it doesn’t receive Kazakh, according to a Kazakh envoy.

In his interview with Trend, the councilor to the Kazakh ambassador to Azerbaijan, Bagdat Seybattalov accentuated on the “availability of the political decision of the Kazakh government on the participation in the BTC project.” “The only thing is to realize technical aspects of the project,” he said.

He also reiterated that Astana is guided by the principle of multi-polarity in respect of both foreign policy, as well as the transportation and supply of energy resources to world markets.

This year Kazakhstan is expected to commission a major oil pipeline to deliver 20 million tons per year of crude to the rapidly-growing and energy-hungry Chinese market.

“Over the past four years, the annual oil production is Azerbaijan has been in the range of 15.7 to 15.9 million tons, whereas Kazakhstan has boosted the corresponding output to 60 million tons,” the diplomat said, stressing on Astana’s ambitious plan to reach the rate of production of 150 million tons, with the country’s domestic demand (for petroleum products) standing at 20-25 million tons.

The Baku-Ceyhan (BTC) pipeline has been designed for the throughput capacity of 50 million tons of crude oil.

Mr. Seybattalov thinks that in case of construction of additional pumping stations and corresponding boosting of the throughput capacity, the existing route will be capable of supplying annually up to 80-85 million tons of crude oil. “Such move could imply the pumping of Kazakh crude into the pipeline,” Seybattalov said.

He also noted that the Kazakh Government will take into proper account the corresponding opinions of foreign companies and investors, operating in Kazakhstan, while coordinating technical aspects of a package of appropriate agreements, including those reflecting tariffs and other issues, as well as financial aspects of the project.
