The role of INOGATE Programme in fostering investment in the region was discussed during the workshop in Brussels, ENPI Info Center reported.

EU RES (renewable energy sources) Industry Workshop on Promotion of Investment in the INOGATE countries took place last week.

During the Workshop the parties identified legislative, administrative and financial barriers to investment and presented ideas on how to overcome these barriers.

INOGATE is an EU-funded programme promoting international energy co-operation between the European Union and the Partner Countries of Azerbaijan, Georgia, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine and Uzbekistan. It works to support the EU policy frameworks of the Baku Initiative, the Eastern Partnership - Energy Security Platform and the Energy Community.

According to the conclusions made during the Workshop, sustainable energy investment targets should be linked to financial instruments for RES (renewable energy sources)/EE (energy efficiency) by the EU. Moreover, the necessity to work out the development of a template 'Power Purchase Agreement' was noted. "The agreement would allow for the investment return to be realized given that no political change could influence it," the conclusions say.
