Kazakh producers to save privileges within EurAsEC

A preferential treatment will be saved for Kazakh producers within the framework of the Eurasian Economic Community during the public procurement in the sphere of subsurface use.

"As part of the EurAsEC privileges on government procurement in the sphere of subsurface use will be saved for Kazakh producers," the deputy chairman of the Kazakhstan National Chamber of Entrepreneurs, Rahim Oshakbayev said at a briefing in Astana.

He recalled that there is a public procurement for state companies and public procurement for quasi-state companies, where a huge investment is featured. Public procurements of the quasi sector cover such a profitable industry, as the oil and gas sector.

Oshakbayev reiterated that EurAsEC contract, which will enter into force on January 1, 2015, envisages that each EurAsEC country will be obliged to provide a national regime for the suppliers from other EurAsEC countries, i.e. equal conditions with local producers.

According Oshakbaeva Kazakhstan has gone far ahead of Russia and Belarus in its reforms on the organizing of public procurement. Thus, Kazakh potential public procurement participants can get all the information they need through a single site, i.e. online. However, Russia, Belarus have no similar website.

"For example, if Kazakh supplier would like to know about the participation in public procurement in Russia or Belarus, it will have to seek information from various sources. And while Russia and Belarus will not create the same single website, we will not provide them with a national regime to participate in public procurement," Oshakbayev concluded.
