A draft law on the establishment of a business ombudsman in Kazakhstan in autumn will be submitted to the parliament, the Chairman of the Board of the Kazakh National Chamber of Entrepreneurs (NCE), Ablay Myrzakhmetov said.

He made the remarks at the first congress of the chamber in Astana.

The first congress of the National Chamber of Entrepreneurs of Kazakhstan was held with participation of Prime Minister Karim Massimov and Chairman of the Presidium of the National Chamber of Entrepreneurs Timur Kulibayev.

In total, the congress brings together 300 participants, including representatives of regional councils and chambers of entrepreneurs, industry associations, government agencies, NGOs and the business community.

"The national chamber took the initiative to establish a business ombudsman in the country, which will aim to protect the interests of entrepreneurs at the state level. The head of the state supported this idea," he said.

Myrzakhmetov noted that in a relatively short period of time the NCE has done much work in order to protect the domestic business.

"As a result of the audit of legislation to cancel inert regulations preventing the development of business, some 410 amendments have been made to the existing legislation from February 2014 to the present, 239 of which have been approved," the NCE board chairman said.

A single law "On the permissions and notifications" dated May 16, 2014 was adopted with the active participation of the NCE, in accordance with which all the permissions and notifications can be approved only by the law.

Businessmen now have real support through the national chamber, the Council on the protection of the rights of entrepreneurs was created at the chamber, according to Myrzakhmetov.

"This support is also needed for large domestic companies, formed in the world markets, but in the first place - small and medium businesses, which intend to grow and develop," he said.

More than 45 complaints of entrepreneurs have been resolved positively, according to the NCE board chairman.

Myrzakhmetov said that the entrepreneurs can also contact the Call-Center for consulting on a daily basis.

He added that some 595 appeals for the protection of the rights of entrepreneurs have been received and 372 of them were reviewed.

"The number of incoming appeals has doubled in the last two months," he said.

"In order to have a clear idea what problems entrepreneurs often face, and to solve these problems systematically, the NCE created a single registry of issues and the map for their solutions," he added.
