Uzbekistan announces tender to increase processing capacity of "heavy oil"

Uzbek-Russian "Dzharkurganneftepererabotka" joint venture announced an international tender for the "Increasing the capacity of processing of bituminous oil and gas condensate" project.

Local media says that the successful tenderer has to carry out the project on a "turnkey". The maximum bid price is $59.8 million.

Bids will be accepted until September 23 of this year.

A project on increase of the capacity of processing of bituminous oil and gas condensate, the "Dzharkurganneftepererabotka" joint venture is included in the investment program of Uzbekistan Republic for 2014.

According to the program, the implementation of the project in 2015 will allow the joint venture to produce additionally 495,000 tonnes of gasoline, 36,000 tonnes of diesel fuel, 547,000 tonnes of furnace fuel and 98 tonnes of bitumen.

The project will be financed by the funds of the joint venture and loans from local banks.

In 2005 the "Dzharkurganneftepererabotka" joint venture put a refinery worth $7 million into operation in Uzbekistan. "Heavy" oil with high paraffin content is processed at the plant.

The design capacity of the plant is processing of 130,000 tonnes of crude oil per year and production of about 50,000 tonnes of kerosene, 50,000 tonnes of diesel oil and other related petroleum products.

The founders of the joint venture are the Russian "Petromaruz Company" and Uzbek "Dzharkurganneft" OJSC (part of the "Uzgeoburneftegazdobicha"). In the structure of the share capital, 55 percent is owned by the Russian company and 45 percent by the Uzbek side.

"Dzharkurganneft" is developing eight oil fields in Surkhandarya region (south of Uzbekistan). This region contains the bulk of reserves of "heavy" oil in the country.

Currently, processing of oil and gas condensate is carried out in three refineries of Uzbekistan - Fergana, Bukhara and Altyaryk.

Fergana and Altyaryk plants are fuel and oil directed ones, with a processing capacity of 5.5 million tonnes and 3.2 million tonnes of oil per year, respectively.

Bukhara refinery produces high-quality types of gasoline, kerosene and diesel fuel. The design capacity of processing is 2.5 million tonnes of gas condensate per year.
