Kazakhstan simplifies customs procedures

Kazakh President Nursultan Nazarbayev has instructed the government to simplify customs procedures. "Customs control should be transferred from the stage of refining to the stage after the release of the goods by January 1, 2015," Kazakh president said.

"Measures to reduce the cost of transportation of goods, to reduce the time of customs clearance and control of compliance need to be developed till the end of this year in order to support domestic exporters," Nursultan Nazarbayev noted, speaking at the opening of the 4th session of the Parliament of the Republic of Kazakhstan of the 5th convocation Sept.2.

He requested the government of the republic to initiate changes in the Customs Union agreement on common principles and rules of technical regulation for international recognition of certificates of conformity. "This will significantly reduce the costs of our enterpreneurs," Nazarbayev added.

The president also noted that the laws in Kazakhstan should work on creation of favorable conditions for business.

"We need to finalize the adoption of codes of a new generation - Entrepreneurial and Civil Procedure Codes," Nazarbayev stated.

He gave instructions to facilitate the provision of public services to citizens and businesses.

"We need to extend the functionality of e-government. I instruct the Government to integrate all existing government systems and databases on the platform of e-government by 2017."

President Nazarbayev believes that it is necessary to further simplify the process of registration of legal entities and the liquidation procedure of private entrepreneurs.

"I task extending of the application of the "one-stop shop" principle for investors as of January 1, 2016," he said. "For those investors who entered into contracts for the investment priority projects, this principle should start from January 1, 2015," Nazarbayev stated.

He also requested to continue the work on transition of permits and notifications into the electronic format.

"The government should reduce the number of permits by 50 percent during 2015. Also it is necessary to significantly reduce the number of inspections of businesses," he said.

A full-fledged development of domestic arbitration that works based on internationally accepted standards is necessary for efficient investment in Kazakhstan, Nazarbayev said, "It is not a secret that today investors, especially foreign ones, prefer to apply for approval of disputes to foreign arbitration courts. This indicates low confidence in our judicial system and its decisions."

"I instruct the government to develop and submit a single Arbitration Act to the Parliament by April 1, 2015," Nazarbayev said.
