Ministry of Taxes of Azerbaijan and the European Union (EU) announced the launch of a twinning project "Support for the Ministry of Taxes in the field of human resource development." The project will be implemented within 2 years, under the partnership with the tax administrations of France and Spain.

The implementation of such projects is a tangible outcome of the policy of modernization and effective cooperation with the EU under the leadership of President Ilham Aliyev, the Minister of Taxes Fazil Mammadov reported Sept.24 during a presentation of the project.

"As you know, our ministry focuses on the improvement of tax legislation and administration, and by studying of international experience on a regular basis we bring them in accordance with international and European standards. The realization of such large projects as AVIS, the introduction of electronic declarations, VAT deposit account, electronic invoices, e-registration, e-auditing, mobile signature in recent years is the confirmation of it," the Minister said.

And all of these projects are based on high technologies, which brings the preparation of human resources, improvement of knowledge and professional level of personnel in accordance with modern requirements to the first place, according to Mammadov.

"In order to meet these challenges the ministry created a modern material and technical base, and a training center with high-level trainings and refresher courses operates in Shamakhi district," Mammadov said.

These activities are carried out within the framework of the strategy for human resource development in the Ministry of Taxes approved in 2004, but measures to ensure the sustainable development of human resources will be held in the future as an adequate response to the challenges that change rapidly.

At the same time it is necessary to use modern information technology to organize on-site trainings, distant e-learning, and in general to provide the workers with the modern curriculum and new teaching materials, according to the minister.

"In addition to the skills, the introduction of methods of intellectual data analyzing, building partnerships with taxpayers, independent decision making in the work are required, Mammadov said. "At the expense of both internal and external resources, and with preparation of a long-term strategy for the development of human resources is required to achieve these goals. Regulatory standards and rules aimed at the future and meeting the modern standards will be developed in this regard," Mammadov said.

The Minister expressed hope that the twinning project will create new opportunities for cooperation with the tax administrations of France and Spain, given the specificity of the EU twinning program.
