The Kazakh National Space Agency Kazkosmos should consider alternative options for the Baiterek Space Rocket Complex based on other launch vehicles, the country's Parliamentary Economic Reform and regional development committee chairman Seytsultan Aimbetov said.

"Kazkosmos should consider alternative options for the Baiterek Space Rocket Complex based on other launch vehicles, and to develop a system to monitor projects that provide mechanisms to prevent further delays in their implementation as well as to take into account the risks involved in their implementation," Aimbetov said on Monday.

Aimbetov said the creation of communications and broadcasting space satellites became the focus of the space industry.

He recalled that satellite KazSat-2 was launched from Baikonur cosmodrome in July 2011 and added that the government suggested to reduce the turnover of service imports by more than 2.5 billion tenge a year and increase the tax payments to the state budget, as well as address issues of information security by directing $16.5 billion tenge from the state budget for the implementation of KazSat-2 project.

"Unfortunately, at the moment, the loading of the space satellite is only 46 percent complete and not all telecommunication companies in Kazakhstan use the satellite resource services. Therefore, it is advisable to speed up the work on the use of full-power satellite capacity of KazSat-2, as well as the phase-transfer of Kazakh satellite operators to National Satellite Communications and Broadcasting," Aimbetov said.

Aimbetova noted that the creation of satellite systems in Kazakhstan will allow it to have its own information regarding sectors its economy which will be used as a data center, in order to solve scientific, social, economic, environmental, and defense objectives, as well as a tool to help it compete with international navigational information centers.

"All projects, which are planned by Kazkosmos will contribute to the development of ground space infrastructure, and scientific and technological space base not only in Kazakhstan but also, given the competitive advantages of our state, in the Central Asian region," Aimbetov said.
