Scope of usage of mobile e-signature expanding in Azerbaijan

Azerbaijani Labor and Social Protection Ministry will start on July 1, 2014 using Asan Imza (mobile e-signature) in the labor contracts electronic information system, B.EST Solutions (operator of Asan Imza) told Trend on June 19.

The rules of using the labor contracts electronic system were developed jointly with Azerbaijan's Taxes Ministry as part of the fight against illegal employment.

Using the Asan Imza, all legal entities, including individual entrepreneurs will enter the notification on concluding an employment contract, introduced changes and the contract's termination into the unified electronic database of the Labour and Social Protection Ministry.

Implementation of a unified electronic database of employment contracts will facilitate the presentation of employment and salary certificates. The certificate will include the information on actual wages, which will also greatly facilitate the granting of online loans.

Azerbaijani employers had to enter the data on all existing labor contracts into the electronic information system of the Labor and Social Protection Ministry prior to July 1, 2014 otherwise they could have faced a fine ranging from 7,000 AZN to 10,000 AZN, or imprisonment up to three years.

Under the changes, the electronic notifications must go to the data base, not only in case of signing an employment contract, but also in the case of making changes to the contract, as well as its cancellation. Once the system is fully launched, the notifications will be recorded in a single day.

Originally it was planned to conclude the registration of the existing employees before the launch of this system, i.e. before July 1.

However, the Labor and Social Protection Ministry decided to provide entrepreneurs with a three-month delay to take all the necessary measures to register all existing labor contracts.

As of June 1, over 2.8 million people in Azerbaijan have individual accounts of compulsory state social insurance. This figure is 4.1 percent more than the figures for early 2014.

An additional 1.1 million social insurance payers were registered in Azerbaijan in the first five months of 2014.

The official exchange rate for June 19 is 0.7843 AZN/USD.
