Baku hosts the 1st International Scientific and Practical Conference on "Information systems and technologies in the customs sphere".
The conference is organized jointly by the State Customs Committee of Azerbaijan and the Federal Customs Service of Russia. International Conference will progress tomorrow.
"Introduction of information technology in customs is one of the priorities of the Azerbaijan Customs Committee," Deputy Chairman of the Committee Rza Hasanguliyev said during the conference.
Hasanguliyev said modern technologies are introduced in Azerbaijan within the State Program of development of the customs system in Azerbaijan in 2007-2011, whose main goal is to meet international standards of customs control, and to strengthen operations on the automation of customs procedures.
Hasanguliyev said implementation of major tasks of the state program will enable to register imported and exported goods at the customs in an automated system. It will increase efficiency of customs operations and improve the quality of services rendered to participants of foreign trade.
Hasanguliyev said a "single window" system has been introduced in all the checkpoints of the country since Jan.1, 2009 to automate customs procedures. In addition, the Committee introduced a "Single Window - automated control system" pilot program, offering additional opportunities to reduce the period of inspections in the checkpoints from August 2009.
ICT is also applied in electronic declaration of cargo. Electronic declaration will accelerate the passage through checkpoints by vehicles and trucks.
"Thus, "Electronic Government", an integrated information base and "single window" will facilitate establishment of "Electronic Customs system" in Azerbaijan," Hasanguliyev said
Meanwhile, Statistics and Information Technologies Department head Igbal Babayev said during the conference, the key objective of the conference is to discuss information systems and the development of information technologies in customs sphere.
Participants in the conference were representatives from customs organizations of Russia, Kazakhstan, Kyrgyzstan, Belarus, Ukraine, as well as representatives of other countries and organizations
Babayev said the intergovernmental integration of ICT in the customs area, introduction of new technologies, receipt of data about new technologies, and exchange of information through ICT will be discussed at the conference.
Babayev said the CIS working group for information exchange will have a meeting at the end of the conference to discuss recommendations made during the conference. The gathering will make a decision to hold a meeting of heads of customs services of CIS member-states in Ukraine in the first quarter of 2010.
The discussions will focus on formation of information interaction of CIS member countries, the conceptual foundations of public administration reformation, information society and media outlets, the prospects for the development of technologies and e-commerce systems in Azerbaijan, the numeral solution of optimal development of the oilfield, automated information system in urban infrastructure, measuring of e-readiness, and mono-version and multi-version models of the system of distributing databases, telecommunication basis of the information society, as well as the role of improved information and communication systems in customs improvement.
