The Azerbaijani Parliament has adopted on Tuesday a law amending the Code of merchant shipping.

Under the changes, obtaining of a special permit (license) will be required in Azerbaijan in the field of merchant shipping to carry out activities to transport goods and passengers by water transport.

In addition, under the amendment, the ship owners will be required to submit a certificate of insurance or other financial security to civil liability for damages incurred as a result of pollution from bunker oil.

Supplements also suggest inspections at least at a quarter of the average annual number of vessels (this number should be calculated on the basis of indicators of the last three years), sailing under foreign flags, and calling on the territory of Azerbaijan's sea ports.

In addition, the Parliament adopted the laws amending the laws "On Budget System", "On Accounting", "On patent", "On trade marks and geographical indications", "On State Duty". In general, these changes are editorial in nature.

Also, the Parliament adopted in first reading the draft law "On Assurance of Measurement", which aims to improve activities of the State Committee on Standardization, Metrology and Patents, in particular the National Service of Metrology.

The law defines the legal and institutional framework to ensure traceability, the requirements for units of measurement, quantitative standards units, examples of standards, measurement tools, methods of measurement, as well as measures for their ensuring.
