The process of issuing the limit coupons for petrol and diesel fuel for the second half of 2012 will start at authorized banking institutions from July 1, the Turkmen Petroleum and Mineral Resources Ministry said today.
This corresponds to the Turkmen President's order on "Regulating the delivery of petrol and diesel fuel to owners of individual vehicles".
All Turkmen citizens get coupons for free petrol (A-95) in a total volume of 720 liters (120 liters per month) for their cars during a half of a year.
For example, the cost of a liter of A-95 petrol beyond the statutory rate is 0.62 Turkmen tenge (22 cents). The authorities explain symbolic prices and incentives on free quota by the fact that all petrol is produced in the Turkmen territory.
According to the government report, shortages were revealed in the use of fuel for private vehicles in spring 2012. According to the Interior Ministry's report, there was the information about violations that occurred while using free petrol by truck owners.
"It was revealed that some private people, having trucks without licenses for the work related to the cargo transportation, use a limited amount of 1,200 liters of petrol given by the state for six months for personal purposes," the information said.
Violators - owners of this type of vehicle did not pay the appropriate tax, envisaged by the current tax legislation.
Turkmenistan plans to bring the oil refining power up to 15 million tons per year in 2015, up to 20 million tons of oil in 2020, up to 22 million tons in 2025, up to 30 million tons in 2030. At this stage, the country annually produces about 10 million tons of oil, the main
part of which is processed in local refineries.
