Azerbaijani MP: Tax revenues from non-oil sector should be increased

Azerbaijani government should develop those areas of non-oil sector, the expansion of which will significantly affect the increase in tax revenue, the deputy of Milli Majlis (Azerbaijani parliament) Vahid Ahmedov stated.

"Despite the fact that, according to the forecasts for 2013, a large part of the GDP will account for non-oil sector, the sector's share in tax revenue will amount to only 27 percent. Increase of tax revenues in non-oil sector in 2013 is projected at 0.2 percent, while increase in non-oil GDP is expected to reach 11.7 percent. If the growth rate of tax revenues from non-oil sector will remain at this level, the share of non-oil taxes in total tax revenue will reach only 30 percent in 15 years " Ahmedov said during discussion of the draft state budget for 2013 in the parliament on Wednesday.

According to him, the Ministry of Economic Development should review the measures for the development of non-oil sector, so that they could be reflected in the tax revenues.

According to the Ministry of Taxes, in January-October 2012 the revenues from non-oil sector amounted to 2.768 billion manat, which is 13.9 percent more than in the same period of 2011.

According to forecasts, in 2012, tax revenues from non-oil sector are projected at 3.28 billion manat, and, according to the totals of ten months, the forecast was executed by 59.2 percent.

The MP also spoke on the problems in the field of agriculture.

"Over a third of Azerbaijani population is involved in agriculture, however, the sector's share in GDP is only 5.5 percent. There are several problems that hinder the development of this sector. Agricultural producers face problems in the sale of production. There is a need to implement a pilot project in one of the country regions, in order to resolve this problem," Ahmedov said.

Azerbaijan's state budget revenue for next year is projected at $ 19.154 billion manat (34.2 percent of GDP projected for 2013), expenses - at 19.81 billion manat (35.2 percent of GDP).

The official exchange rate on November 14 is 0,7848 AZN / USD.
