Azerbaijan's state budget surplus exceeds 2 percent of GDP

In January-July 2014, actual revenues to the state budget of Azerbaijan totaled 11.1 billion manat (32.6 percent of GDP), or 2.5 percent less compared to the same period of last year, the Azerbaijani government told Trend Aug. 22.

State budget expenditures increased by 0.9 percent and amounted to 10.3 billion manat (30.3 percent of GDP). The budget surplus for January-July amounted to 774 million manat or 2.3 percent of GDP.

In the structure of revenues, 39.6 percent (4.4 billion manat) were ensured through the Ministry of Taxes. Revenues from customs duties and taxes totaled 868.1 million manat (with a weight of 7.8 percent), through other sources - 5.8 billion manat (52.6 percent). Tax collections increased by 7 percent, customs charges - by 13.6 percent, and revenue from other sources decreased by 10.4 percent compared to January-July 2013.

During the reporting period, some 1.8 billion manat were transferred to the state budget from the value added tax, which is 16 percent of total income, profit taxes totaled 1.6 billion manat (14.2 percent), income tax - 549 million manat ( 5 percent), excise tax - 466.5 million (4.2 percent), property tax - 82.6 million manat (0.7 percent), land tax - 21 million manat (0.2 percent), tax on mineral resources - 74.9 million manat (0.7 percent), taxes on foreign economic activity - 431.9 million manat (3.9 percent).

Some 1.1 billion manat (with a weight of 10.8 percent) from the budget were spent for social security and protection of the population in January-July, 833.3 million manat (8.1 percent) - for education, 345.8 million manat (3.4 percent) - health care, 562.6 million manat (5.5 percent) - maintenance of the prosecution, security, law enforcement, judicial bodies, 4.6 billion manat (45 percent) - investments in the economy.

Around 21.7 percent (2.233.5 billion manat) of public expenditure were spent on payment of salaries, pensions and benefits.

Revenues of the state budget for 2014 were estimated at 18.384 billion manat, expenses - 20.063 billion manat.
