Turkmenistan is now actively working on the idea of universal legal instruments guarantying the safety and security of international energy supply infrastructure at the diplomatic level under the UN aegis, the country's Foreign Ministry said today. The UN planned to create an expert group for further development of the document, which will have comprehensive and appropriate legal legitimacy, noted in the analytic material.
These steps are being taken on the basis of UN General Assembly's "Reliable and stable transit of energy resources and its role in ensuring sustainable development and international cooperation" resolution adopted in December 2008 on Ashgabat's initiative.
Turkmenistan has already created Interagency Working Group on Energy Diplomacy of the country.
Foreign Ministry notes that "given the objective geopolitical and resource advantages Turkmenistan's strategic priority is the diversification of energy flow, creation of an alternative pipeline infrastructure".
"In the current terms, inclusion of new countries and regions in the geography of routes can give the necessary stability to the global economy, ensure a balance of interests of all participants based on fair competition in international energy markets - both producers and transit countries and consumers" President Gurbanguly Berdimuhamedov said at a high-level conferences on energy transit problems.
In turn, Turkmenistan's Foreign Ministry noted the "growing power intensity of the world economy, general changes in the political landscape, nature and content of global challenges and threats are factors that objectively stimulating the search for new configurations, schemes and models for projects of alternative energy supply routes".
Experts in an interview to Trend stress that Turkmenistan approaching to its ultimate goal - to become an independent player in the energy markets. By late 2009, a gas pipeline to China was put into operation. In early 2010, another branch - in addition to the existing network to Iran appeared, gas transportation to Russia was restored, and Ashkhabad has insisted on Moscow's refuse the role of re-exporter.
Brussels in its turn, hopes to launch the Nabucco project in next one or two years- hoping to transport Turkmen gas through the Caspian seabed to Azerbaijan (primary exporter), and from there to Turkey and further to the European market. Recently Berdimuhamedov said that Turkmenistan is still interested in building a gas pipeline to Pakistan and India via Afghanistan.
