The State Committee on Standardisation, Metrology and Patents of Azerbaijan and SOCAR (the State Oil Company of Azerbaijan) will develop new national standards for a new oil and gas refining and petrochemical production complex, the State Committee said on Dec.4.

According to the statement, the new standards will be developed on the basis of 1000 international and regional standards. The standards which are planned to be used in the construction and operation of the new complex developed on the basis of an agreement signed between the Azerbaijan National Standardisation and Certification Institute of the State Committee and SOCAR.

Under the contract, experts from the institute will explore the relevance of international and regional standards in the construction and operation of the new complex and an examination of compliance of draft standards translated into the Azerbaijani language with the system of linguistic, orthographic and state standards.

According to the statement, the implementation period for the first stage of the project is two years. The overall duration of the project is eight years.

Creation of a new complex worth of $17 billion (including interest on bank loans) envisages the construction of a petrochemical enterprise with capacity of 1.7 million tons of finished products, oil refinery with a capacity of 10 million tons per year on primary oil refining, as well as a gas processing plant with a capacity of 10 billion cubic meters a year. The depth of oil processing at the plant will be about 95 percent, and the yield of light oil products will amount to 85 percent.

In perspective, it is planned to increase the capacity of the gas processing plant to 15 billion cubic meters per year. It is supposed to create a thermal power plant with a capacity of 250 megawatts as part of construction of the new complex.

The complex will be located 60 kilometers from Baku.
