Kazakh KazMunaiGas EP to deliver oil to Pavlodar Petrochemical Plant for first time

KazMunaiGas Exploration and Production (KMG EP), the subsidiary of KazMunaiGas national company of Kazakhstan, will start to deliver oil from its fields in the Kyzylorda province to Pavlodar Petrochemical Plant for the first time in 2014.

KazMunaiGas Exploration and Production (KMG EP), the subsidiary of KazMunaiGas national company of Kazakhstan, will start to deliver oil from its fields in the Kyzylorda province to Pavlodar Petrochemical Plant for the first time in 2014, Abat Nurseitov, director general of KMG EP, said on April 2 at a press conference in Astana.

"We plan to start to deliver our oil from the southern fields in Kyzylorda province to the Pavlodar plant for the first time from 2014. KazTransOil will conduct reverse operations in 2014 to enable the transportation of oil from west of Kazakhstan to the North-East," Nurseitov said.

KMG EP was previously delivering part of the oil produced in the fields of Kyzylorda province to the nearest Shymkent refinery, but the Pavlodar Petrochemical Plant is technologically focused on processing Russian oil from the fields in Western Siberia since the USSR period.

The company head also said that as a result of delivery of the produced oil to the Pavlodar Petrochemical Plant, the delivery of oil towards China via the Atasu-Alashankou pipeline will decrease.

Nurseitov refused to specify the exact amount of oil to be supplied to the Pavlodar plant, saying that it is the prerogative of the country's Ministry of Oil and Gas.

"Everything will depend on which quotas will be established by the Oil Ministry on oil supplies to Kazakh refineries. We expect that in general not less than 50 percent of the oil produced in the Kyzylorda fields (in total, 1.5 million tons) will be transferred to the domestic market, that's to say, to about two refineries (Shymkent and Pavlodar)," director general of KMG EP said.

The routes of transportation of the oil produced by the company will not change in 2014, according to the company head.

"We will deliver our oil through the system of Caspian Pipeline Consortium (CPC) and Uzen - Atyrau - Samara to the west. The remaining volume of our oil will be transported towards Makhachkala - Batumi through sea via the Aktau port. We don't plan to change our previous routes," Nurseitov said.

The company increased oil production by two percent, to 12.387 million tons (251,000 barrels per day) as of 2013, the company head recalled.

"We plan to produce around 12,164,000 tons of oil in 2014. We aim to keep the level of over 12 million in the next five years," Nurseitov said.

KazMunaiGas Exploration and Production is among top three leaders for oil production in Kazakhstan.
