Turkmenistan annuls free gasoline coupons

Turkmen President Gurbangulu Berdimuhamedov signed a decree in accordance with which the issuance of free gasoline coupons for provision of free gasoline for the owners of cars and motorcycles will be stopped as of July 1, 2014.

The document stated that it will serve "the goals of progressive development of the national economy, the achievement of reasonable use of petroleum products and streamline regulation of its implementation in the domestic market."

Earlier it was reported that the authorized banking institutions of Turkmenistan seasonally - every six months - issue limit coupons for gasoline and diesel fuel. Issuance of coupons is provided for free gasoline (A-95) for each car in the total amount of 720 liters (120 liters per month).

This is provided by presidential decree 'On regulating issuance of gasoline and diesel fuel to owners of individual passenger vehicles and motorcycles'.

The government authorities explained the specified benefits with the fact that all gasoline is produced in the territory of Turkmenistan. It was reported in November 2013 that Turkmenistan strengthened control over the distribution of raw materials, in particular the structural departments of the Interior Ministry carried out the investigative measures in this regard.

Earlier, the state information service "Turkmen Dovlet khabarlary" reported that some people acquire and formalize for their relatives dozens of vehicles using them for personal gain of free motor fuel provided by the government."

The article also noted that "using free obtained motor fuel for profit, these people pursue only their personal benefit and seek to avoid the tax, to be paid in accordance with the applicable legislation in the country, for which they bear responsibility for their actions."
