The main goals of the State Program on development of the railway system in Azerbaijan in 2010-2014 approved upon the order by the Azerbaijani President Ilham Aliyev are to continue reforms and improve the legal framework for the creation of broad opportunities for commercial railway, take measures to update the railway infrastructure in accordance with current requirements, provide transportation of cargos, the volume of which will be increased after the launch of the Baku-Tbilisi-Kars railway.
Also, the program is aimed at improving the quality of cargo and passenger transportation and security, introducing scientific and technological advances and new technologies in transport infrastructure, defining and implementing a strategy to improve passenger services and increase their profitability, restoring the northern section of the railroad, purchasing locomotives, purchasing diesel locomotives, training and social security.
The program will be financed at own expense of Azerbaijan Railways JSC, domestic and foreign investments, technical assistance and grants from other sources, not contrary to law.
In particular, according to the program, in 2010-2011 it is expected to take institutional reforms in the Azerbaijan Railways JSC, prepare and adopt rules for the transportation of cargo and passengers, use railway vehicles, traffic safety, prepare a law on railway transport.
In order to improve speed and security, there are plans to repair 317 kilometers of major railways. It is assumed to construct and reconstruct bridges and other infrastructures.
Within modernization of train park, there are plans to purchase 50 new electric locomotives, repair and modernize 28 locomotives and purchase spare parts, establish a repair center in Bilajari locomotive depot.
For the transportation of oil and oil products, it is intended to purchase 300 new tanks, purchase carriages for dry goods, purchase spare parts and reconstruct the carriage depot in Alat.
25 new carriages will be purchased for the transportation of passengers, repairs will be implemented and spare parts will be purchased, as well as capital repair center will be established in Baku carriage repair depot.
