Initiation of long-term contracts in the sphere of mechanical engineering will allow to develop this sector, according to the MP of Majlis (lower house of Kazakh parliament), chairman of the board of Kazakh Engineering Union Meyram Pshembayev.
"Long-term contracts will allow to optimize the operating costs and eliminate bureaucracy of almost all participants of the process," said Pshembayev while speaking at the plenary meeting of Majlis on Dec.24.
He said common rules for the long-term procurement for the period of at least three years are needed for increasing the production in mechanical engineering.
"To do that, the government should instruct the authorized state bodies and the National Welfare Fund Samruk-Kazyna JSC to develop a document defining the framework and criteria, as well as regulating the processes of signing of long-term contracts for the supply of goods, work and services with domestic enterprises," he added.
The MP said that it is also necessary to work out proposals for the unification of the procurement procedures between the companies of the National Welfare Fund Samruk-Kazyna JSC.
He reminded that the production of locomotives and carriages has been launched in Kazakhstan jointly with such companies as General Electric, Alstom and Talgo.
The production volume in Kazakhstan's mechanical engineering sphere will exceed 900 billion KZT (180.87 KZT = $1) as of 2014, according to Pshembayev, which is two times higher than the planned volume.
The MP added that it is planned to increase the production volume in the mechanical engineering to 2 trillion KZT in the near future.
"Oil and gas, mining and agricultural mechanical engineering is being developed, we produce special equipment, we have developed the production of turbines for the energy sphere," he said, adding that the production of trucks and cars is being developed in the country as well.
