Uzbek presidential election: expectations, possible results

The list of candidates for the post of Uzbek president submitted by political parties of the country makes it possible to very likely predict the result of the presidential election scheduled for early December.

As is known, four political parties are endowed with the right to nominate candidates for the presidency, according to the legislation of Uzbekistan.

Last week the political council of the Movement of Entrepreneurs and Businessmen - Liberal Democratic Party of Uzbekistan (UzLiDeP), which has a majority of seats (52) in the Legislative (lower) Chamber of the Uzbek parliament, announced its intention to nominate acting Uzbek president Shavkat Mirziyoyev to the post of president of the country.

Chairman of the Central Council of the People's Democratic Party of Uzbekistan (PDPU) Hotamzhon Ketmonov was named candidate from the PDPU, Chairman of the Political Council of the Social-Democratic Party of Uzbekistan (SDPU) “Adolat” (Justice) Nariman Umarov was named candidate from the SDPU, Chairman of the Central Council of the Democratic Party of Uzbekistan (DPU) "Milly Tiklanish" (National revival) Sarvar Otamuratov was named candidate from the DPU.

Though the above mentioned candidacies are yet to be approved by the supreme bodies of the parties - the congresses, there is no doubt that namely these persons will be nominated for the presidential election December 4.

Many national and foreign observers believe that namely Mirziyoyev, the close associate of Uzbekistan’s first president Islam Karimov and conductor of his policy, the person, who has great management experience in the country’s multifaceted economy, has served as head of the government since 2003 and is currently the country’s acting president, has the biggest chance to win in the upcoming election.

During the joint meeting of both chambers of the parliament Sept.8, Mirziyoyev was appointed the country’s acting president.

In this speech during the meeting, he noted that the main task for the future development is to maintain stability and continue the reforms implemented during Karimov’s presidency and to maintain peace and tranquility in the country.

As distinct from Mirziyoyev, the other candidates, who have certain party and parliamentary experience, do not have similar experience in governance and managing government bodies.

The candidate of the People's Democratic Party Hotamzhon Ketmonov is a teacher of Russian language and literature by profession. He has worked in the sphere of education. Ketmonov served as deputy head of Andijan region’s administration for public relations and religious organizations in 2004-2013.

During the presidential election held in Uzbekistan in 2014, Ketmonov, chairman of the Central Council of the People's Democratic Party, head of the party faction in the parliament, deputy speaker of the parliament’s legislative chamber, was also nominated as a presidential candidate and got 2.92 percent of votes during the election.

Nariman Umarov, candidate from Adolat (Justice) Social-Democratic Party of Uzbekistan, served as the chairman of the country’s State Committee for Nature Protection.

Umarov has been serving as the chairman of the political council of the party, the head of the parliamentary faction, vice-speaker of the legislative chamber of the parliament since 2013. He was nominated as a candidate for president of Uzbekistan in the election in 2014. Some 2.05 percent of people voted for Umarov.

Sarvar Otamuratov graduated from the Academy of Public Administration under the president of Uzbekistan in 2003. Otamuratov is the candidate of sociological sciences. He worked in the finance ministry and insurance companies.

Otamuratov is the member of the Legislative Chamber of the Oliy Majlis, the deputy chairman of the Committee on Budget and Economic Reforms since 2010.

He has been serving as the deputy speaker of the legislative chamber and the member of the Committee on Information and Communication Technologies since 2015.

Uzbekistan will hold an early presidential election Dec. 4. The election will be held in accordance with the country’s constitution due to the death of President Islam Karimov.
