At the negotiations in Vienna between Iran and the International Atomic Energy Agency (IAEA), the Iranian diplomats proposed a new approach according to which Tehran is ready to go for a substantial simplification of the conditions for the access of international experts to its nuclear facilities, ITAR-TASS reported on Wednesday citing a source familiar with the course of consultations.
At the same time, the source said that the main condition for Iran is the negotiations focus on the final result, that is closing the "nuclear dossier" and transfer of Agency's control measures to operating mode.
"Iran proposes quite transparent programme, including within the framework of existing agreements and IAEA practices - the inspectors at the sites may get access to more information and to some enterprises where they had a limited access or no access at all," the source said.
At the same time, according to the source, "access to the Parchin facility has not been discussed at the negotiations." "Both sides consider that this issues may be discussed in the phase when confidence is restored and steps are taken within the existing practices," the source said.
According to him, the document which had been developed by the parties for two years before new president Hassan Rouhani came to power in Iran, is eventually set aside, and negotiations restarted.
"The so-called structured approach was withdrawn as such - we need a different database as an initiative, memorandum or agreement, to see what the ultimate goal is and how to reach it, the source said. "This philosophy is considered by both sides. The source stressed that "some sensible elements" of the old document may be used."
"It is not about specific things yet, but a combination of philosophy and some patience is needed here to get concrete results," the source said.
"Most importantly, the parties began to talk about all the issues that are on the agenda, and this is an important qualitative shift compared to all previous rounds of negotiations."
