Iran says to publish 2nd list of qualified IOCs for IPC tenders

Iran will publish the second list of the international oil companies (IOCs) qualified to take part in tenders based on the newly designed oil contract model, called Iran Petroleum Contract (IPC), Gholamreza Manouchehri, deputy director for development and engineering affairs at the National Iranian Oil Company (NIOC), said Jan. 14, Mehr reported.

Manouchehri, however, didn’t elaborate on the date of publishing the list.

Iran has recently published the list of 29 foreign companies qualified to participate in development projects of 49 oil and gas fields based on IPC.

The list didn’t include the names of some giant companies, especially the ones from Russia, which have signed memorandums of understanding with Iran on oil fields.

The first list, published by NIOC, included Gazprom and Lukoil only, but Iran has signed MoUs with Tatneft and Zarubezhneft as well.

Manouchehri said the second list would include other Russian companies, especially Tatneft, which has an agreement with an Iranian company to get involved in the development of the Azadegan field.

Azadegan, divided to two phases, contains about 31 billion barrels of in situ oil reserves, but the recovery rate is very low at about 6.6 percent.

Currently five foreign companies, including France’s Total and Japan’s Inpex are studying the Azadegan field and the ways of increasing the recovery rate, based on confidentiality agreements.

Iran plans to increase its oil and gas condensate production from the current 4.2 mb/d to above 5 mb/d by 2021 by attracting $100 billion in upstream oil and gas sector. It also plans to increase the gross gas output (including re-injection and flaring) from the current 280 bcm/d to 456 bcm/d in the next five years.
