Azerbaijani political scientists expect the presidency of Kazakhstan in the OSCE to make a breakthrough in resolving conflicts, including Nagorno-Karabakh conflict.
The priority of Kanat Saudabayev, the current OSCE chairman-in-office, Foreign Minister of Kazakhstan, will be solution of protracted conflicts, Shamil Stamkulov, adviser at the Kazakh Embassy in Azerbaijan, said in a round table dedicated to the OSCE representative's forthcoming visit to Baku.
Saudabayev's first visit to Azerbaijan has a particular importance. The method of dialogue between nations and communities will be, first of all, applied in the Nagorno-Karabakh conflict.
Political scientist Fikrat Sadikhov thinks considering the real situation, it is hard to expect a breakthrough from Kazakhstan's one-year presidency in resolving this conflict. At the same time, Sadikhov voiced his hope that Kazakhstan will continue to hold its principled position in dealing with lingering conflicts.
"Saudabayev's flexible work may, at the first stage, be the release of seven territories around Nagorno-Karabakh," Sadikhov said.
Political scientist Zardusht Alizade said that Kazakhstan as the OSCE chairman-in-office may extend the scope of negotiations and propose new models.
Another political scientist Rasim Agayev thinks currently Kazakhstan has a chance to demonstrate to the international community its intermediary skills and break the deadlock in the process of solving this conflict.
Ogtay Sadikhzade, another political expert, expressed fears that the superpowers would impose their will on Kazakhstan, because two of the three OSCE co-chairs, France and Russia, are military allies of Armenia.
The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. Armenian armed forces have occupied 20 percent of Azerbaijan since 1992, including the Nagorno-Karabakh region and 7 surrounding districts. Azerbaijan and Armenia signed a ceasefire agreement in 1994. The co-chairs of the OSCE Minsk Group - Russia, France, and the U.S. - are currently holding the peace negotiations.
Armenia has not yet implemented the U.N. Security Council's four resolutions on the liberation of the Nagorno-Karabakh region and the occupied territories.
