The Organization "Socialist International" must not remain indifferent to the fact of the Armenian occupation, Vugar Aliyev, head of sector of Social and Political Issues Department of the Azerbaijani Presidential Administration said.

The Socintern, which carries out a very important mission, must not remain indifferent to the fact of occupation and deportation of millions of peoples, and must contribute to a just settlement of the Armenian-Azerbaijani Nagorno-Karabakh conflict under international law" Aliyev said today at a regional conference of the Socialist International in the CIS, the Caucasus and the Caspian Basin in Baku.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. Armenian armed forces have occupied 20 percent of Azerbaijan since 1992, including the Nagorno-Karabakh region and seven surrounding districts. Azerbaijan and Armenia signed a ceasefire agreement in 1994.

The co-chairs of the OSCE Minsk Group - Russia, France, and the U.S. - are currently holding negotiations to resolve the dispute.

Armenia has failed to implement U.N. Security Council resolutions stipulating the liberation of Nagorno-Karabakh and surrounding regions.

According to Aliyev, 20 percent of Azerbaijani territories are under occupation for 20 years. Over one million Azerbaijani citizens have become refugees and internally displaced persons, he added. The fact of the occupation is reflected in a number of decisions and resolutions adopted by international organizations.

The Socintern Secretary General Louis Ayala thanked the Azerbaijani Government for creating the conditions to hold a conference in Baku.
